Yes — after the inspection you can request repairs or, often more cleanly, a credit so you control the work. Sellers may agree, counter, or decline (especially in 'as-is' deals), so it becomes part of the negotiation.

Yes. After the inspection, requesting repairs is common. Many of my clients actually prefer asking for a closing-cost credit or price reduction instead, so they control who does the work and how well — sellers sometimes do the cheapest possible fix.
